The people who need a wake up call are the leaders of shelters who are still killing. It is a proven fact that shelters can stop killing if the shelter leader really wants to. But, they must be willing to do what is necessary and that means rigorously enforcing every program and service in the No Kill Equation.
http://www.nokilladvocacycenter.org/nokillequation.html

I would urge you to read Nathan Winograd's book, Redemption. It is a step by step guide on how to stop the killing in shelters. Winograd has done it himself and helped others do it as well.

A prime example is Bonney Brown, who, with Winograd’s help, turned a high kill shelter just like Houston's kill shelters into a no kill shelter. Do you know how she did it? By changing everything. She got rid of every single program that did not save lives and replaced them programs that did. (http://www.examiner.com/x-16635-SF-Animal-Shelters-Examiner~y2010m2d25-Reno-leads-the-pack)

If every shelter director was as serious about saving lives as Bonney Brown, every shelter would be no kill. But they are not. They are content to keep blaming the public while they do absolutely nothing to get animals out alive.

We need to stop blaming the irresponsible public for all the killing because it has been proven over and over that even with irresponsible public, shelters can stop the killing. We just have to expect more from them.

BTW: In the case of Houston's BARC, they even have a 200 page assessment from Winograd, telling them exactly how to stop the killing but they are largely ignoring it. BARC will never stop the killing this way, and it is not the public's fault. It is the shelter leader's fault for not doing what has been proven to stop the killing.
